All fits on ships are and should be compromises.
It's not a matter of easy, it's a matter of possible. On a Hulk or Skiff, fitting 2 MLU IIs means gimping the tank. That is the compromise that all ships make. More gank /yield = less tank. But to sacrifice tank, you have to have tank to sacrifice in the first place.
A maxed out character fitting 2 T2 Harvesters and 2 T1 upgrades has 22 CPU left to work with. That means you're leaving at least 2 midslots (and likely 3) empty. What we want is for the Mack to have enough CPU that it can fit T1 upgrades and a decent tank, OR T2 upgrades and a gimpy tank. As it is, you can fit T1 upgrades and a pathetic tank, or T2 (with implants) and a Civilian Shield Booster. You'll get more hp/s out of a Mack's passive shield recharge than you will from that Civilian Booster.
The only reason people use the Mack is because ice is so necessary to Eve as we know it. Some people have swapped to Hulks for ice mining because the fittings on a Mack are really that poor. A Hulk with T2 upgrades and T2 Harvesters produces just as much ice as a Mack without upgrades, and a Mack with upgrades is simply asking for a jihadswarm gank. Yes, if both ships fit decent tanks, a Hulk is on par with the Mackinaw (the specialist ice miner) for bringing in ice. At Exhumers III or IV, the Hulk pulls slightly ahead (Mack is only on par at Exhumers V).
If any combat ship had this kind of fitting problems, it would have been fixed long ago. It would be like a Caracal having the same base CPU as a Kestrel, despite having 1 more launcher and launchers that are more CPU-hungry.
If you can find a single combat ship that lacks the CPU (PG is another story) to fit a full rack of weapons and 2 Damage Mods (1 if it only has one low) with all of its midslots empty and maxed out skills, then you've found a ship that has to make just as much of a 'compromise' as the Mack does. Then ask yourself, does anyone ever fly a ship that's that gimped? Tell me, what other ship routinely flies with 3 empty slots?
Given 250 base CPU (yes, it really is gimped THAT badly), a Mack can fit T1 upgrades and something like a tank, but it will require good skills to jam all that in. If it tries to fit T2 Upgrades, the tank is much diminished (as it should be).
tl;dr version:
Skiff: 188 CPU, 1 Laser at 60 CPU Mack: 188 CPU, 2 Lasers at 66 CPU each Hulk: 300 CPU, 3 Lasers at 60 CPU each
